Mercy Corps Indonesia implements a series of integrated programs in urban Jakarta, Sumatra Island, Maluku and Aceh in the sectors of nutrition and health, livelihoods/food security, access to financial services, water and sanitation, community development, capacity building and conflict mitigation.
Since the signing of the Memo of Understanding (MoU) between GAM in August 2005 the Government of Indonesia (GOI) there has been tangible peace developing in the Central Highlands of Aceh. This MOU has paved the way for the formalized Local Government of Aceh (LOGA) forum which has recently put forward a draft law to realize the aspirations outlined in the MOU. Despite the recent progress toward a sustainable peace there are a number of milestones yet to be reached, namely the realization of political representation of Aceh interests under the latest iteration of ‘special autonomy’.
GENERAL POSITION SUMMARY:
The Conflict Recovery Program (CRP) Manager will be based in the town of Takengon and lead a team of up to 10 national staff in implementing the Program. Initial focus of the position will be to develop a program and identify funding sources. The pillars of the CRP will be community development and regional economic development. Emphasis will be placed on promoting sustainable economic development by supporting/ strengthening local economic actors in key sectors.
ESSENTIAL JOB FUNCTIONS:
Program Development- Develop long-term (one year +) program strategies and implementation plans. Identify funding sources to support these strategies and, with the support of the Aceh Deputy Director, write proposals and actively pursue funding opportunities.
KNOWLEDGE AND EXPERIENCE:
• MA/S in a natural resource sector, economic development, or development studies is required.
• Knowledge and experience of sustainable rural and community development is essential.
• Knowledge and experience working with small-scale coffee farmers or other cash crops promoting the welfare of owner-operator farms is essential.
• Experience in working with farmer and community groups to promote their welfare and interests is important.
• Knowledge and experience in building the capacity of local institutions (NGOs) is highly desirable.
• Demonstrated ability to implement a complex program and manage a range of staff in difficult conditions is essential.
• Minimum of 5 years experience managing rural community and economic development programs in a relief or development setting is required. Indonesian language skills are a plus.
