Ports Advisor for UNDP in Aceh

Organizational Context
The Ports Advisor will advise UNDP Aceh staff in general and the Team Leader in particular on all matters pertaining to Port construction and design, Environment protection, marine safety and any other matters relating to marine ports and harboursUNDP is contracted by AusAID to conduct rehabilitation of tsunami damage to the Port of Ulee Lheue at Banda Aceh and by MDF to rehabilitate ports in West Coast of Aceh. The Ports Advisor will manage the rehabilitation of the Port of Ulee Lheue and perform supervisory duties over other works where necessary. Train local engineering assistants provided by UNDP in design.
Duties and Responsibilities
- Advise UNDP on all matters pertaining to ports and harbours. - design, construction management and supervision of port and harbour works.
- As required by UNDP, manage direct and outsourced design and construction ports projects.
- Advise UNDP on matters relating to Environmental and safety risks with regard to Port issues.
- As required, collect process and interpret available data on Aceh ports and report to Team Leader.q To prepare progress reports on UNDP managed port projects.
- Liaise with other government departments on behalf of UNDP.q To formulated and maintain quality assurance plans for UNDP projects.
- To exercise financial control of engineering costs of UNDP projects.
- To train Aceh engineering staff in port engineering matters.

- Timely completion of UNDP projects within budgets.
- Develop and maintain effective relationships with other government departments and NGOs.
* Timely reporting of progress on behalf of UNDP.
- Produce trainees who become dependable sources in engineering skills.
Impact of Results
- Ensure donors are satisfied with the performance of UNDP and are convinced of UNDP’s ability to produce results that are beneficial to community and render value for money to donors.
- Ensure robust and enduring relationships with donor agencies that result in ongoing contracts.
Required Skills and Experience
- Masters Degree in Civil Engineering from a recognized university and a minimum of 7 years of port engineering and operation experience - or an undergraduate degree in civil engineering and 10 years of experience in designing and developing ferry terminals and associated infrastructure of which 5 years must be at a senior level in a substantial port/ferry terminal.
- Fluency in English and well developed written and oral communication skills
